Diane Gifford shares yard mowing duties with her husband Bruce. The retirees have lived in their Decatur home for over 40 years, and raised three kids there. The house is across the street from Caterpillar and Keen Transport, right. Gifford says that because of the truck dust she has to clean her kitchen before making dinner, and she can’t hang clothes to dry. Longtime industrial city Decatur, Ill., had the country’s greatest unemployment rate reduction. But people leaving the workforce – moving away, retiring, no longer looking for jobs -- may be the cause, rather than economic expansion.
